Would that still be legitimate to file a bug against?

This is strange. You use a Python from Factory (or OBS), don't you? The 2.6
was splitted and inspect is in python-base package. But a python require
python-base, so maybe zypper verify should helps.

Be sure that you have a python-base (and python) installed. If it will not
work, then bugzilla.
