Who has authority to prevent root from action?

Apparmour, for instance.

I spent reading about it and looking where to start for a couple of hours.

:-) (chuckle)

Look at /var/log/audit/audit.log. Sometimes you see an app or file that has something to do with what you want to do. If you find something, there is a problem.

A very quick way to check if you have a problem there is simply "rcapparmor stop" and try again your operation. If you do have a problem, then you can either disable the affected profile, or run the wizard and try to give it permission to access whatever file it want -- unless it wants some file it doesn't need, like your bank account >.-)
