[opensuse-factory] "User is not permitted ..." and user is root

What is meaning of this:
"User is not permitted: org.freedesktop.packagekit.system-update" ?

This happens time after time with system tray updater icon.
User is root.
Who has authority to prevent root from action?
The org.freedesktop.packagekit.system-update, I don't think so.
Whoever brought it in openSUSE should learn it to behave.
