I know I saw a post which explained that the Factory updates would be
less frequent now that there are builds going on for RC1 (or something
along that line).

I'm new to Factory so I don't know what the previous frequency was but
I'm only seeing new packages for Factory about once a week. Is this the
expected frequency?

I'm not complaining; I just thought that I'd be able to do a significant
amount of testing leading up to the release date but at this frequency
my testing is pretty much irrelevant. There would only be 2 more Factory
"releases" before the official launch so I don't feel that I'm
contributing in any significant way to the testing effort.

You have something like eight months till that factory is released :-)

To clarify, what you are seeing as factory now is the future 11.2. The "old" factory is the RC1 for 11.1, and has a different repo from factory - and AFAIK, the RC sees very little, if any, public updates.
