Yeah, its kind difficult to make this think work, first the panel
should be unlocked, second you have to open the panel's toolbox (in
the right corner of the panel) then you can drag&drop, but sometimes
it didn't work ;-)
You don't need to keep the panel settings opened. Just unlock widgets and
dran&drop the icon. The difficult part is to find the right pixel to drop the
icon in!
