Probably because the x86_64 package is not installable (for whatever
reason, in most cases one of the dependencies can't be fulfilled).

You mean the x86_64 one is installed and replaced with a i586 one ?
This might be caused by the vendor checks, 'zypper dup' tries to stay
with the same vendor.

No, it doesn't check the vendor.
