Yes, all apps can do that: it's just a dbus call.

Do they do it, now? On 11.1? All of them? :-(

Assuming that it's mentioned in the release notes, user who use other
applications than the default ones, they also know how to change
the default settings.


I'm not saying this setting makes sense by default -- I changed it on my
computer ;-) I'm merely explaining how things could work.

How exactly do I disable that setting for all the users?

Change who's allowed to suspend the system in
/usr/share/PolicyKit/policy/org.freedesktop.hal.power-management.policy
