Yes, all apps can do that: it's just a dbus call.

No idea. That's why I said "can do" and not "do". Again, I'm just explaining how things work and I'm not saying the current setting makes sense...
I'm not saying this setting makes sense by default -- I changed it on my computer ;-) I'm merely explaining how things could work.
How exactly do I disable that setting for all the users?
Run gconf-editor, change /apps/gnome-power-manager/timeout/sleep_computer_ac to 0, right-click and select "Set as default" (not sure how it's called in english). You can also do it with the command line if you want to automate this for multiple computers. I didn't try it, so if it doesn't work, file a bug.
