If they needed a refresh and have not actually refreshed, then yes. You can check with 'zypper ref' - it will tell you which respo are up to date and which need refresh. You can even make yast/zypper think the repo needs a refresh by touching the index files in /var/cache/zypp/raw/$REPOALIAS/{content,repodata/repomd.xml}. Or you can check for lines saying "Going to try to check whether refresh is needed for" and below in the y2log or zypper.log. If still in doubt, file a bug and attach the yast log.
