Yes, you do.

Then, what is the correct procedure? They download it and burn it on their
own?
Today the 100% correct procedure is to download and copy the 1CD version as it
allows redistribution. And that's why we'd like change the DVD slightly to
allow exactly the redistribution for everyone.
We never had any of the software vendors going after somebody as all of them
want to have their software in as many hands as possible (e.g. acroread) but
for an user it would be good having a) an easy to read and understandable
EULA and b) an EULA allowing redistribution.

(Not good... some do not have internet. Some just want to try, will not
endure the work of downloading and burning, so they ask "please give me a
copy". Its Linux, so its free. )
