The additional CD is a "lesser" evil, as it helps those people that know
that they will have problems getting things from Internet at install time.
You are not forced to download and use the CD, it is just another option.
The additional CD won't be downloaded by a lot of people anyway. It is
better not to have it: you save the time of making it and you save space
on the mirrors.
