I don't think that voting is the way to got for such a repository.

We should consider the reviewers more as a 'board of advisors'. When a
new package is proposed and 'accepted' by one of the reviewers, it
should go in, except if any random other one has a veto. As long as
there is a veto, the package should not go in (well: as long as the veto
is backed with argumentation of course.... arguments other than 'i do
not use this package' of course).

Well, yes, this technique can work.

Actually the review procedure is supposed to work the way you
described - the uneven number of reviewers is to solve issues of "last
resort".
