We currently have two reviews: The one whether a package goes in, the
other whether an update to a package is ok. The question is whether we
want both of these reviews, or whether we have only an initial review
and then the maintainer of the package is allowed to update is until we
freeze the repository...

Freeze = release of openSUSE X.Y? I think we need both reviews,

Yes, that's what I meant with freeze.

otherwise I fear that there won't be any way to "gradually" freeze the
repository: stop major changes at some point in time (first beta release
of openSUSE X.Y?) and really freeze when openSUSE X.Y releases. I think
I like the idea coolo (?) had - create source links to maintainer's
home: projects initially and replace them with copies at some point in
time, so that all further changes go through a review (a compromise
based on the assumption that a review of every change every time is
impossible).
