A set of checks can be made here:
- does the programmer(s) of the SW consider the SW to be stable?
- Is the SW stable in other mature distros? Fedore, Debian, Mandrake or Kubuntu
- Is the SW maintained on a regular basis?
- Is the SW programmer(s) interested in working with openSUSE?
- an OBS project excists for the SW

If the selected criterias (not necicarily the ones above) are met,
then it should be taken in to Contrib and a set of basic tests run.
The tests should focus only on packaging/distro relatet issues. The
screening above should make it clear the it functionality wise is ok.

So you would exclude things like xmms2 from the beginning? D'Oh. I so much would have liked to see openSUSE packages to try that one :(
