built in the BS? :-)

Of course following current BS policies - meaning no non-free software, no
packages known to violate US patents...

And of course excluding factory duplicates.

Maybe there should also be some restrictions for packages prone to security
issues - don't know how to define that in a good way though.

Generally I think we should want so many packages in contrib, that it would be
easier to discuss which packages we _don't_ want there.

I agree with Martin, but with one additional restriction: stability.
