if i understand correctly, you mean that there shouldnt be a distinction between various continents, as some providers might route their connection through other continents or are connected to those.

this wouldnt be a bright idea, think a little bit of a bigger and more dynamic scope.

internet-connections change and can be dynamic from the moment you try, til the next click.

also todays internet topology isnt necessarily the same as tomorrow or the next week.

think about more and more providers getting different connections, being present at multiple peering points and exchanging data with others than just dumping their traffic to their normal upstream provider.

the mirror list shouldnt be bothering with routing, topology and such. it would be better for a system to try to figure it out itself, via various methods like speedtests, reply/dely times, congestion information and other methods of data distribution and intelligent means to exchange data such as peer-to-peer, caching and many other ideas.
