RPM files in 11.0 uses now Lzma Payload. It was announced some time ago.
The rpm binary in older distributions can't open such rpm files
because they use old bzip2 decompression only.
Update of rpm package from Factory in 10.3 would fix that.
If you can't open rpm files in mc within 11.0 then it is a bug.
