What is the entire error message? You may be hitting the bug where
libzypp attempts to use the wrong URL to download from the susetags
rather than rpmmd repository.
If so you could try appending "suse/" to the URL when the download
fails, or remove the non-oss repository and add with the /suse/ at the
end of the URL.
