No, that was the result of running "zypper dup",waiting until is was finished and then starting "zypper dup" again.
yep, thats not a loop though. I think thats a new behaviour in libzypp (or a bug, I don't know, but I've seen it as well), that it reinstalls packages even though not necessary and not explicitely asked for it.
you can try --force-resolution off, I've heard that this is the solution to any such problem.
No, reinstallation if not requested is _always_ a bug. Oddball, please report it in bugzilla. Make sure you use the most recent version.

I have no bugreport made for this one, but still poppler and Mozilla nss and colegues, got installed again and again. The last version of zypper i did not notice that anymore..
