I don't have a Windows partition so I didn't see this but I've heard of some people experiencing this... and yeah I imagine it should default to resizing Windows.
In this case, it should not even have decided to resize: of a 40GB HD, 20 were assigned to windows and 20GB were free... so the user took already all measurements to have space available for testings... just use it.
