Because it's not ignoring the requirement, it's asking about whether
to allow installation of a requirement. That's how I read it anyway.

Hmm, I could be wrong, but "uninstallable" does seem to mean "not
installable"?
It does here, but a more common interpretation of the word would be
"Can be uninstalled". The ambiguity makes it a poor choice here. It is
used like this all over zypp too.
Instead I think "Do not forbid installation" is pretty unusual - why not
say "ignore this dependency/requirement" ?
Because it's not ignoring the requirement, it's asking about whether
to allow installation of a requirement. That's how I read it anyway.
