here it is what I'd like to have on the disk without needing an
internet connection:

It's faster than spamassasin, that I don't see here, so probably it is

If you have an old PC with an ISA network card... :)

libcap-progs
libcdio-utils
libdc1394
libdvdnav
libraw1394

I'd keep them to support digital video camcorders out of the box.

libpqxx
I always had to download and install it, so would be nice on the DVD.

postgresql
postgresql-contrib
postgresql-server
As with the above, I use postgresql on many systems.

privoxy
Very useful, but if it isn't configured by default, only those who know
about it will install. And as it is an internet tool, shouldn't be an
issue to download from the net.

timidity
Needed for MIDI on many hardware.

xine-ui
I still use it many times instead of the KDE frontends...
