This was a specific choice, yelp in 2.20 broke so much interoperability
with non-gnome help URI's we didn't ship it.

This might just be a package selection issue.

The cron job issue is unfortunately related to how our cron works -
daily cron jobs run 15 minutes after install by default.  Drove people
nuts with the locate database builds too.
