ftp5.gwdg.de (formerly known as ftp-1, please correct) is uptodate.

I'm having the same problem, except for me, the URL shown is:
http://download.opensuse.org/distribution/SL-OSS-factory/inst-source

If what you say is true, and I just have to change the url to a
different place, how do I do that? What are the steps?

I doubt the changed URL (ftp5 instead of ftp-1) will help you.
It seems that factory is inconsistant currently.
