We are stuck with technology when what we really want is just stuff that

But we don't need passivetex to generate man pages, so can't we
just block the xmlto->passivetex dependency, i.e. add
#!BuildIgnore: passivetex
to the spec file?
That would be an approache that would be much more to my liking than
the approach taken now.
