It has nothing to do with broken builds.  It generates build cycles and
takes a long time when we bootstrap.  texlive has a lot of dependencies
including packages that require PolicyKit - and you need texlive to
build PolicyKit.

A bug that the main PolicyKit package should recommend the package with
the man pages,
