I think it's been missing from openSUSE for quite some time.

java webstart is only supported on i586 by Sun I guess.

Checked /usr/bin/javawswrapper and it's looking for javaws. Downloaded j2re-1_4_2_16-linux-i586.rpm from Sun and installed it, so far OK on the one app I have tried, "javawswrapper sportstracker.jnlp".
