Hi,

There are at least 3 different compilers installed, but still:

cd '/home/monkey9/Documents/libdvdcss-1.2.9/libdvdcss-1.2.9'

the list with compilers in factory10.3 is very thin i think.....

The software development stuff seems missing in your install. I upgraded from Factory and it's all there. I also have the DVD and all the stuff is included in that also.
