Did you read the article you linked to and did you follow the Download
link in the article?  Right at the top of the Download page is a Note
which states:

Note: openSUSE 10.3 Beta 1 release date is set for Thursday, Aug 9 and
hence is in fact not released just yet.
--------------

So.... that should answer the question :-)
