There are Ruby bindings at http://svn.opensuse.org/svn/zypp/trunk/ruby-zypp
However, they're not very well maintained :-(
You might also look at the libzypp solver testsuite at
http://svn.opensuse.org/svn/zypp/trunk/libzypp-testsuite/solver
which provides full access to the dependency solver.
