From our Log:
- tuxkart: superseded by supertuxkart
- supertuxkart: Maintained in BuildService - project games:arcade

I don't think that *tuxkart will come back to the official repository  
soon. Perhaps you should talk to the maintainer of that 
buildservice-package: Pavol Rusnak. 

Perhaps it's also time for the "games"-Project to think about an add on 
media for openSUSE...
