Yes, this is not so hard.
The reporters get a mail, whenever somebody writes something to their
bug(s).
So if there is asked if the bug still persists, or is  present, and time
is given to react, the bug can be closed after negative, or no response
in the given time.
(It can be reopend, or a new bug will be filed.)
