The complete output of free is more informative. 
You don't want memory that you paid for, to be unused, so Linux is using all 
what applications didn't asked for as cache.

This is "free" with system + few applications running:
             total       used       free     shared    buffers     cached
Mem:        516224     445580      70644          0      10844     144556
-/+ buffers/cache:     290180     226044
Swap:      3526248        136    3526112
