This might be the time to look in to what Ubuntu has been doing? I
seems they are putting in a lot of effort in a new system called
"upstart".

I'm definitely not an expert here, but from what I read it looks
interesting. The system is event based and seems to be flexible enough
to counter problems like where directories are.(local / remote)

Has the openSUSE team been thinking about changing the startup system
and working with Ubuntu on this?

This does not work for home directories that are nfs mounted (like mine).
In
that case the network needs to be up!
