Maybe because it's provided by the same package as many other crucial
parts of X?

Note that on SUSE distributions, "installed" and "enabled" are really
different things. Many services aren't enabled by default even if they
are installed.

It's actually the other way round, enabling a service by default just
because it is installed is considered an exception.

Splitting the package just in order to not install an unused service
seems overkill... The init script is 2 KB and the actual binary is 95 KB.
