Maybe mirrors.kernel.org is in an inconsistent state? What about trying
a different one?

(I can already tell you that at least ftp.tu-chemnitz.de is broken as well)
Bug 209961 is about the _wording_ of this error message. That you see
this error message at all does not have to be a bug!
