Why? :-( Isn't /etc designed/intended for systemwide config files?

1-Before I ever reach runlevel 5 the first time I fix all the broken defaults, after backing them up, which there is no provision to do with kcontrol.
2-It's a lot easier and faster than finding all that need changing scattered all about kcontrol.

Could be. I use mc (which by the way was not in the default KDE install) for all file maintenance operations, and would at least have seen it on the way to /etc/opt/kde3/share/config.
