No será un estandard. Habría que probarlo en entornos "menores", a ver si allí va. Si va, es que el kde lo estorba.
Eso no tiene sentido. Es un estándar ISO (ISO 14755).

Hex input Clause 5.1 of ISO 14755 describes a Basic method whereby a beginning sequence is followed by the hexadecimal representation of the codepoint and the ending sequence. On some systems, this is limited to the BMP (characters up to U+FFFF).

Ten en cuenta que los caracteres se pueden introducir mediante "kcharmap" o como se llame esa aplicación. Lo que falla es la inserción directa mediante teclado.
