Si apunto a "help:/opt/kde3/share/doc/HTML/es/kbabel/" me dice:

There is no documentation available for

/opt/kde3/share/doc/HTML/es/kbabel/index.html.

A mi también me dice éso. Prueba (desde konqueror) con:

help:/kbabel/

¡BUSCA EL HTML!
