the major problem of scilab, is that headers are in a non standard
directory,
i.e.
so, i don't know how that package works, but that files should be added
in a devel package.
if in any package rpmlint say: W: unstripped-binary-or-objec
just add
%debug_package
to spec file to fix it

/usr/lib/scilab/routines/scicos/extract_bit_u32_MSB1.c
/usr/lib/scilab/routines/scicos/extract_bit_u16_RB1.c
so, i don't know how that package works, but that files should be added
