I would look at changing your boot process such that cups is the first thing to get run in your default run-level. This would then deny whatever brain-dead application feels the need to break everything under the sun. Take a look in /etc/rc?.d Where '?' is the number for your default runlevel. If you don't know it: $ grep initdefault /etc/inittab | cut -f2 -d: If you want further help, let me know. This fix is by no means perfect, and it doesn't address the underlying issue that something is severely broken.
