You probably need to set up overrides in the httpd.conf file
e.g.
<Directory /usr/local/httpd/htdocs/ict>
AllowOverride Auth
</Directory>

should hopefully do the trick (I've got AllowOverride All in mine; and
.htaccess/htpasswd works nicely).
