User names & password issues

Ok, on RedHat7.2 it would seem you can create
usernames with capital letters and they can be longer
than 8 characters.
_If_ I create users with more than 8 characters is it
going to screw up things along the road - Samba?
Windows/Linux issues? I'm thinking of a sensible
naming policy for a school. More than 8 characters
would be nice I guess - but not if it'll mean having
to perform workarounds later.

Secondly, how can I tell RedHat user manager to allow
null passwords, or short passwords? There are some
accounts that I don't want a password for.
