Also it is only good value if you are starting from
scratch. If you already have licences for the products
in question you effectivly end up throwing money away.

Also IIRC the part of the bundle is for client access
licences (which are IMHO money for old rope in the
first place.)

This is exactly the sort of thing Microsoft was doing with
OEM licences which lead to their being tried the *first*
time.

IME the authorities just arn't interested.

Maybe part of the reason is that they are so blazen
about it that people tend to take the view "it must
be prefectly ok".
