It does for me; what version of KDE and KMail are you using?
Have you tried adding a new user 'useradd kdetest', logging on as them,
running KMail, and seeing if it works for this fresh user? If it does, that
would suggest that there was something wrong with our KMail configuration
in ~/.kde.
