Hauppage WinTV cards

Hi,
I wonder if anyone has a recommendation as to which card is good to use and
perhaps a preferred supplier in the UK?
We have a staff memebr who wants a TV card suitable both for capture and
replaying from a VCR as well as "on air" and who will be running Windows to
start with, changing to a dual boot system soon.
