Proxy woes

Dear all:

I had a working squid proxy a few weeks ago but now it is ceased to be. I
have had some help from various quarters (thanks to SuSE) but still no joy. I
appreciate it is hard to diagnose when not in front of the device but...
I had my linux box on a fixed address x.x.x.1 and our router goes through
x.x.x.3 to dialnet. I set it up in September in about 2 nanoseconds but now I
can't get it to work at all. Justin at SuSE gave me a few top tips and I
determined that I could traceroute www.yahoo.com (e.g) but when I try to ping
it it dies. I was told that there is some sort of internal firewall which I
have yet to discover. The problem is that since Linux went down someone has
taken over my ip address and installed a windows bow which fired straight up
with win proxy. I can not get squid to work for the life of me and yet
internally it is fine.
Anyone know some useful diagnostic line commands to see what is happening and
get some idea of how to proceed?
Paul
