Nö. Die Atoms sind teilweise 32bit. Siehe erste Tabelle unter http://en.wikipedia.org/wiki/Intel_Atom#History, Spalte Intel64. Weitere sind AMD Geode, Via C3/C7/Eden (siehe z.B. http://en.wikipedia.org/wiki/IA-32).
Also kann man tatsächlich gar nicht ohne weiteres und eindeutig erkennen, mit was für einer CPU man es zu tun hat, außer man hat den Kaufbeleg zur CPU oder dem Rechner vor sich? Oder man ist Hardwarefreak und kennt sich aus?
Das Flag 'lm' in /proc/cpuinfo identifiziert eine x86 CPU AFAIK eindeutig als 64bit fähig. Ich frag mich nur, ob das Flag auch unter 32bit Linux drinsteht. Müßte ich/man mal mit irgendnem 32bit-(Live-)Linux testen.
Bei einem Lenovo T60, der *kein* 64 Bit kann:
