postgres: Connection refused

ich hab PostgresQL 7.3 aufgesetzt und mit phpPgAdmin funktioniert das
auch wunderbar, aber sowohl JDBC als auch das setup (php wie auch
phpPgAdmin) von moregroupware meinen:
Connection refused. Is the server running on host localhost and
accepting TCP/IP connections on port 5432?
Ja, ist er. phpPgAdmin geht...
