   Description: Update to 13.0.780. This build should bring back the 
responsiveness of Chromium to a way more acceptable level. The previous build 
seemed to have issues where it blocked 1 CPU for users

To REVIEW against the previous version:
   osc request show --diff 71867

To ACCEPT the request:
   osc request accept 71867 --message="reviewed ok."
   
To DECLINE the request:
   osc request decline 71867 --message="declined for reason xyz (see ... for 
background / policy / ...)."

To REVOKE the request:
   osc request revoke 71867 --message="retracted because ..., sorry / thx / see 
better version ..."
